How come my final gravity did not drop all the way to the level my recipe called for?

There could be a many reasons why fermenation stops:
Temperature is outside the optimal range for the yeast being used.
Insufficient nutrients for the yeast or too many unfermentables in the recipe (i.e. not enough to ferment).
Yeast not properly re-hydrated.
Insufficient wort aeration
Poor yeast health due to age and exposure.
Possible contamination caused by improper sanitation.
Yeast with low attenuation.
